Two major actions are now shaping the situation in Minnesota as protests continue around federal immigration operations in and around Minneapolis:
- Minnesota Gov. Tim Walz has mobilized the Minnesota National Guard and placed troops in a staging posture to support local law enforcement and emergency services if needed.
- A U.S. District Court judge has issued a preliminary injunction limiting how ICE and other federal agents may treat peaceful protesters and observers during immigration enforcement activity tied to “Operation Metro Surge.”
This is a fast-moving story. The facts below reflect the most recent reporting available as of January 18, 2026.
National Guard Mobilization
Minnesota public safety officials say the National Guard has been mobilized and is staging under the governor’s direction. Reporting indicates the Guard is being positioned as a backstop—available to assist local authorities if conditions worsen—rather than immediately deployed in neighborhoods.
Multiple outlets describe the posture as “staged and ready” and oriented toward supporting civil authorities and emergency response functions during continued protests.
Federal Court Order Restricting ICE Conduct
A federal judge in Minnesota (U.S. District Court Judge Katherine Menendez) has issued a preliminary injunction placing restrictions on federal immigration agents’ tactics around protests and observers connected to the ongoing enforcement surge.
Reporting on the injunction describes several core limits, including that federal agents participating in the operation may not:
- Detain or arrest peaceful protesters or observers absent legally sufficient cause (as framed in coverage, the order focuses on protecting lawful protest and observation).
- Use pepper spray, tear gas, or similar crowd-control force against people engaged in lawful protest or observation.
- Stop vehicles solely for following or observing federal activity without a proper legal basis.
