Baybay City Implements Enhanced Regulations for Scooter and Three-Wheeler Drivers

In an effort to streamline transportation safety and compliance, Baybay City in Leyte has unveiled a detailed framework aligning with national standards while integrating specific local stipulations for scooter and three-wheeler drivers. The initiative aims to ensure road safety and legal compliance for all motor vehicle operators.

Central to this framework is the requirement for a valid driver’s license. Drivers must possess either a Code 1 or Code 2 license for scooters, while those operating tricycles may face additional licensing rules set by local authorities. This ensures that all drivers are recognized and authorized to operate their vehicles effectively.

Equally important is vehicle registration. Every scooter or three-wheeler must be registered with the Land Transportation Office (LTO) to secure official registration plates. This measure guarantees that all vehicles on the road are accounted for and legally compliant.

Insurance also plays a critical role, with mandatory third-party liability insurance required for operating these vehicles. This requirement serves to protect both drivers and third parties in the event of an incident.

Prominent among the safety regulations is the compulsory use of helmets for both drivers and passengers on scooters. This rule is intended to enhance personal safety and reduce the risk of injury in case of accidents.
