No, Trump Has Not Locked Antifascists Inside America—But the Machinery Being Built Is Dangerous

A claim circulating on TikTok says the Trump administration is preventing antifascist and left-wing political activists from leaving the United States.

That claim is not supported by the available evidence.

The United States has not established an exit-visa system for its citizens, and neither President Donald Trump nor Secretary of State Marco Rubio has announced a blanket policy prohibiting left-wing Americans, antifascists, journalists, protesters, or administration critics from traveling abroad.

That does not mean there is nothing to worry about.

What the administration has actually announced is a broad international campaign directed at what it calls “far-left terrorism.” Rubio unveiled a new visa-restriction policy on July 16 targeting foreign nationals connected to alleged far-left terrorist organizations and other “aligned” groups. The administration is also seeking additional terrorist designations, financial sanctions and international cooperation against selected left-wing organizations (U.S. Department of State, 2026).

Those visa restrictions govern who may enter the United States. They do not create exit visas for American citizens, nor do they automatically invalidate the passports of Americans who oppose Trump.

The viral version therefore gets the immediate mechanics wrong. But it points toward a genuine danger: an administration deliberately erasing the line between political violence and political opposition.

A Campaign Against the Political Left

Rubio convened representatives from more than 60 countries in Washington for a ministerial meeting focused on alleged left-wing political terrorism. Associated Press and Reuters reported that the administration presented left-wing extremism as a major transnational security threat, despite criticism that it was minimizing or ignoring the longer and deadlier record of far-right violence in the United States (Madhani & Lee, 2026; Reuters, 2026).

Trump officials have already declared “Antifa” a domestic terrorist organization, although Antifa is not a single incorporated organization with leaders, membership rolls or a central command structure. It is a broad political label used by people and groups opposing fascism.

The United States also lacks the same clear statutory system for designating domestic organizations as terrorist organizations that it uses for foreign organizations. Legal specialists and civil-liberties advocates have warned that attaching the terrorist label to a loosely defined political movement creates opportunities to investigate lawful protesters, journalists, donors and advocacy organizations (Brennan Center for Justice, 2025).

That is the central issue. The administration does not have to announce, “We are criminalizing dissent.” It can instead expand the definition of terrorism until dissent falls inside it.

How an American Could Actually Be Prevented From Traveling

An American citizen generally needs a valid U.S. passport to enter or depart the United States. Federal law states that, with limited exceptions, a citizen may not leave or enter the country without one (8 U.S.C. § 1185, 2026).

Consequently, the government does not need an official exit visa to prevent someone from traveling. It could accomplish much the same result by denying or revoking that person’s passport.

Existing grounds for passport denial or restriction include an active federal arrest warrant, certain court orders, extradition proceedings and probation or parole conditions prohibiting international travel. Passports may also be affected by serious delinquent federal tax debt or substantial unpaid child-support obligations (U.S. Department of State, 2026).

Political criticism, progressive beliefs, antifascism or opposition to Trump are not currently listed as independent legal grounds for passport revocation.

That distinction matters.

Someone facing criminal charges, a warrant or a court-imposed travel restriction could be stopped from leaving. Someone merely publishing articles criticizing Trump does not automatically lose the right to travel.

The danger would arise if the government began manufacturing terrorism investigations, material-support allegations or criminal cases around constitutionally protected political activity. A passport restriction could then become one part of a larger campaign of prosecution and intimidation.

Not an Exit Ban—Not Reassuring Either

The proper conclusion is not that Trump and Rubio have already locked the American left inside the country.

They have not.

The proper conclusion is that the administration is assembling political, financial and law-enforcement tools aimed explicitly at the left while using terminology broad enough to threaten people who have committed no violence.

TikTok compressed that complicated and troubling reality into a sensational claim that is easier to understand but factually wrong.

That exaggeration is counterproductive. Authoritarian conduct must be reported precisely. When critics repeat claims that cannot be supported, the administration gains an opportunity to dismiss legitimate warnings as hysteria.

The verified facts are serious enough.

The government is portraying the political left as an international security threat. It is using visa restrictions, terrorist designations and financial measures against loosely defined “aligned” networks. Its officials frequently speak as though democratic socialism, antifascism, protest activity and terrorism belong on the same continuum.

There is presently no general prohibition against American leftists leaving the United States.

But when a government begins defining its political opponents as enemies of civilization, the public should not wait for the airport gates to close before recognizing where that language can lead.
